- Description: Town Council members are the legislators, i.e. they decide policy, strategic priorities, and make bylaws. Town Administration is responsible for managing the finances of the municipality, using Council's policies and laws as their guideline. Each November, Town administrators present proposed operational and capital budgets to Council for their review. The Operating Budget meeting begins at 4:30 pm on Monday, November 20th. The Capital Budget meeting takes place on Monday, November 27th beginning at 6:30 pm. Residents are invited to these meetings and draft budgets are always available. Managers in the various departments have prioritized their budget items, and prepared their reports, which will be presented to Councillors at these two budget meetings. Council asks questions and the managers may have to come back with more details or explanations or what-have-you before each budget can be approved. Residents will be allowed an opportunity to address Council and ask questions as well. You must be recognized by the mayor before being given the floor. Agendas should be posted on the Town's website a few days before the meetings. The Town wants residents to ask questions and get explanations. You just have to let them know your thoughts on things.
